Overview
Jharkhand was carved out of Bihar State in November 2000 and it has 24 districts. It is a beautiful state with green forests, and having large deposits of minerals. It has good road, rail and telecommunication network. State covers an area of 79,714 Square Kilometers and is home to 31,101,898 people (projected for year 2008). Jharkhand is situated in North-eastern part of India surrounded by West Bengal, Orissa, Uttar Pradesh and Bihar, all being endemic for Leprosy.
Jharkhand boasts of the largest steel plant in the country at Bokaro; apart from Jamshedpur being the city of TELCO and TISCO steel industries.
Leprosy programme is well integrated with the GHC services. Cases are detected through self- reporting or referral, diagnosed at health facilities and managed at HCFs’ or at patients’ residence through MPWs. The MOs’ at PHCs are able to diagnose and manage leprosy including reactions cases. The State Leprosy officer is supported by NLEP consultant and Coordinator from ILEP (at State level). At the district level, support to District Nucleus is provided through Leprosy Programme Advisor placed by NLR India.

ANCDR=Annual New Case Detection Rate per 100,000 population; PR=Prevalence Rate per 10,000 population; MB=Multibacillary; PB= Paucibacillary; Gr 1= Grade 1 Disability (WHO); Gr 2=Grade 2 Disability (WHO)
Analysis of the table
As can be seen in the above table, there has been steady decline in both “Prevalence Rate” and “Annual New Case Detection Rate” since 2002-03. However, there has not been any remarkable change in proportion of “Children”, “Females” and “Grade 2 Disability” amongst new cases since 2002-03. There can be seen steady increase in proportion of “MB cases” amongst new cases since 2000-01. Gr 1 disability cases atarted reporting regularily since 2008-09.
NLR in Jharkhand
NLR India started its support to NLEP first in Jharkhand through Damien Foundation India Trust in 1993 when it was a part of Bihar. However, the direct support through its branch office at Delhi was started from the year 2000. From 2000, District Technical Support Teams (DTSTs) were placed to strengthen GHC system to provide leprosy services under an integrated set up. This support continued till March 2007, when MOU between GOI and ILEP agencies ended. With the new MOU (2007-12), NLR has placed one senior “Leprosy Programme Advisor (LPA)”, to support District Nucleus of all 16 NLR supported districts. This LPA is a medical doctor with training in leprosy and long experience of working in public health activities. This LPA is also acting as ILEP state coordinator and is providing technical support to the SLO office. In addition he makes visits to all sixteen districts and transfers his skills, and provides guidance to DN; so that DN improves their supervisory activities and in turn quality of leprosy services are improved to be provided through GHC staff.
In the following table links are provided to the pages containing information about geography, demography, health system, leprosy epidemiology, activities supported by NLR, GHC staff, their training status, and contact info for all the sixteen district supported by NLR - India.
NLR India is working in two ways:
- By strengthening the leprosy control programme i.e. NLEP
- By providing support to Rehabilitation, which starts from providing support to NLEP in self care and socio-economic rehabilitation; this, however, also involves other organizations and departments. Therefore two different columns/district pages are used (Support & Rehabilitation) as can be seen in the table below. In the column Additional Info, access to key documents could be made.
